Combine 1/4 cup mint, onion, and garlic; rub over steak. Cover and chill 30 minutes.
Preheat broiler.
Cook noodles according to package directions; drain and rinse under cold water. Drain well, and set aside.
Combine 1/4 cup mint, lime juice, and next 4 ingredients in a large bowl; add noodles, and toss. Add green onions and next 4 ingredients; toss well
Place steak on a broiler pan coated with cooking spray. Broil steak 7 minutes on each side or to desired degree of doneness. Let stand 5 minutes. Cut steak diagonally across grain into very thin slices. Add to noodle mixture; toss well. Divide cabbage evenly among 6 plates; top each plate of cabbage with noodle mixture. Sprinkle with peanuts.
