Preheat oven to 375ºF. Line a baking sheet with heavy-duty foil and mist with cooking spray. Place fish on prepared sheet. Sprinkle with thyme. Season with salt and pepper.
In a small bowl, whisk together 1 Tbsp. olive oil, vinegar, sugar, Dijon mustard and dry mustard. Spread evenly over fish. Combine panko with remaining oil until evenly moistened. Press panko onto fish. Bake until fish is cooked through, 10 to 12 minutes.
Preheat broiler. Place fish on a rack about 5 inches from heat source; broil until crumbs are golden brown, 30 seconds to 1 minute, watching carefully to avoid burning. Serve immediately.
Great flavors! An almost honey mustard flavor. I added italian spices to the panko for extra flavor. It's a keeper!
