Preheat oven to 350 degrees. Line the cupcake pans with the paper cupcake liners.
Set aside 24 SNICKERS® Brand Minis for Valentine's Day. Roughly chop the remaining bars.
Prepare cake mix according to the package directions. Fold in the chopped SNICKERS®, and divide the batter evenly between the prepared pans.
Bake for approximately 18-21 minutes, or until a toothpick inserted in the center comes out clean. Remove from oven, transfer to a wire rack, and let cool completely.
Fill one resealable bag with both the chocolate and vanilla frosting, spooning the chocolate to one side and the vanilla to the other side. Twist the top closed and snip a small hole at one corner. As you press the two frostings through the cut corner, they will blend.
Place an unwrapped SNICKERS® Brand Minis for Valentine's Day piece in the center of each cupcake for the dog's muzzle. Begin by piping frosting on each cupcake, starting at the outer edges and working your way towards the center. Pipe lines of frosting over the muzzle for the whiskers, overlapping them slightly.
Use M&M'S® Brand Milk Chocolate Candies for Valentine's Day to decorate each puppy's face: choose white for the eyes, pink for the ears, and red for the nose and tongue. Pipe frosting lines over the pink "ear" candies to outline them. Arrange wrapped DOVE® Brand Rich Dark Chocolate Hearts on each cupcake for a "dog tag", by pressing and holding it in for a few seconds until it sets.
