  • Combine sugar, cocoa and salt in a saucepan; whisk in water. Bring to a boil over high heat, stirring until sugar is completely dissolved. Reduce heat to medium; add milk and cream. Heat thoroughly and keep warm over low heat. If desired, serve topped with marshmallows or whipped topping and peppermint sticks.
