With an electric mixer on medium, beat the cream cheese, milk, horseradish, and salt for 3 minutes. (You can refrigerate for up to 24 hours.) Spread the cream cheese mixture on 3-inch celery sticks. Sprinkle with black pepper.
Super easy recipe. Works well not only stuffed into celery, but as an easy, relatively low calorie dip for veggies. Has a nice tang from the horseradish and black pepper. A go-to when I'm on a diet and have folks coming over for snacks and drinks.
