Combine flour, salt, and pepper in a medium mixing bowl; stir well. Dredge each cleaned quail in flour mixture.
Melt shortening in a large cast-iron skillet; add quail, and brown on both sides. Remove from skillet, and drain well on paper towels.
Transfer quail to a lightly greased 2-quart casserole. Cover and bake at 350° for 25 minutes or until quail is tender. Serve quail over Wild Rice.
