How to Make It

Soak dried chile in hot water until softened, about 15 minutes. Place chile, egg yolks, cold water, mustard, lemon zest, salt, and pepper in food processor. Process on high until combined, about 1 minute. With processor running, slowly drizzle grapeseed oil through food chute, and process until emulsified, about 3 minutes.
