Bring first 3 ingredients to a boil in a saucepan; reduce heat to low. Add flour; beat with a wooden spoon until mixture leaves sides of pan. Remove from heat. Add eggs, 1 at a time, beating until smooth after each. Drop by teaspoonfuls onto buttered baking sheets.
Bake at 400° for 25 to 30 minutes or until lightly browned and puffed; transfer to wire racks to cool.
