How to Make It
Bring water to a boil in a small saucepan over high. Add rice and salt. Reduce heat to medium; cover and simmer for 20 minutes. Remove from heat, and fluff with a fork.
Stir together milk, sugar, and cinnamon in a medium saucepan over medium. Cook, stirring often, until sugar is mostly dissolved. Add cooked rice; cook, stirring occasionally, until thickened, about 15 minutes.
Whisk together cream, egg, and vanilla in a small bowl; gradually stir egg mixture into rice mixture until combined. Cook 1 minute. Stir in raisins, and sprinkle each serving with cinnamon.
