How to Make It
Place a large nonstick skillet over mediumhigh heat until hot. Add flour, and cook 6 to 8 minutes or until golden, stirring constantly.
Whisk in beef broth and pepper. Cook 8 to 10 minutes or until thickened, stirring often. Stir in milk; cook 2 minutes. Remove from heat; stir in margarine. Serve with Café-Style Meat Loaf.
