Bring to a Boil
Bring cubed potatoes, 1 tsp. salt, and cold water to cover to a boil over medium-high heat. Reduce heat to medium-low.

Cook Potatoes
Cook potatoes 16 to 20 minutes or until fork-tender. (A fork is easily inserted through the center of the potato without having to use force.)

Drain Potatoes
Drain potatoes. Return potatoes to Dutch oven. Cook until water evaporates and potatoes look dry. Move potatoes to one side of pan. Add butter, half-and-half, cream cheese, pepper, and remaining salt to other side of pan. Cook 1 to 2 minutes or until butter is melted.

Mash potatoes with a potato masher or hand-held electric mixer to desired degree of smoothness.
