1. Place oats in container of an electric blender; cover and process until ground. Combine oats, whole wheat flour, and next 3 ingredients in a bowl. Combine milk, egg substitute, and oil; add to oats mixture, stirring just until moistened.
2. For each pancake, pour 1/4 cup batter onto a hot griddle or skillet coated with cooking spray. Turn pancakes when tops are covered with bubbles and edges look cooked.
3. Sprinkle pancakes evenly with powdered sugar, and serve with syrup.
