Place oats in container of an electric blender; cover and process until ground. Combine oats, whole wheat flour, and next 3 ingredients in a bowl. Combine milk, egg substitute, and oil; add to oats mixture, stirring just until moistened.
For each pancake, pour 1/4 cup batter onto a hot griddle or skillet coated with cooking spray. Turn pancakes when tops are covered with bubbles and edges look cooked.
Sprinkle pancakes evenly with powdered sugar, and serve with syrup.
