In a large bowl, add Oats, and butter. Pour hot water over them, and stir until well mixed. Let stand for 5 minutes. Add remaining ingredients except for the flour. Mix well. Add the flour a little at a time, mixing well between. Dough is stiff. Use a small cookie cutter to cut up treats. Place on two dry cookie sheets. Bake for 45-60 minutes turning over once, and rotating the baking sheets.
