Wash cucumbers and slice thinly. Combine cukes, onion, green peppers, garlic and salt in a large Dutch Oven. Cover with crushed ice, mix thoroughly and let stand 3 hours. Drain. Combine remaining ingredients and pour over cucumber mixture. Heat thoroughly, just until boiling. Pack while boiling into hot sterilized jars, leaving 1/2 in. headspace. Remove air bubbles, wipe jar rims. Cover at once with metal bands. Process jars in boiling water bath for 10 min.
