Warm 1 Tbsp. oil in a large nonstick skillet over medium-high heat. Sauté onions and peppers until tender, about 8 minutes. Transfer 1/2 cup of mixture to a small bowl, leaving remaining onion mixture in skillet.
Warm 1 Tbsp. oil in skillet over medium heat. Sauté turkey until no pink remains, about 4 minutes. Add Worcestershire and garlic; sauté 1 minute. Stir in tomatoes and 1/2 cup water. Reduce heat to medium-low and simmer, stirring, until thickened, about 6 minutes. Season with salt and pepper.
Spoon about 1/4 cup meat mixture on each bun bottom with 1 Tbsp. reserved pepper mixture. Cover with bun top and serve immediately.
