Combine turkey, salt and pepper in a large bowl. Add bell pepper, thyme, scallions and oil and mix well. Form into 8 patties. Chill until ready to use. Prepare a charcoal fire or set a gas grill to medium-high. Cook burgers, turning once, until no longer pink in center, about 5 minutes per side. Serve on warm toasted buns.
