Place fillets in a large shallow dish. Combine orange rind and next 7 ingredients; stir well. Pour over fillets in dish. Cover and marinate in refrigerator 2 hours.
Remove fillets from marinade, reserving marinade. Place fillets on a rack in a broiler pan coated with cooking spray. Broil fillets 5 1/2 inches from heat (with electric oven door partially opened) 5 minutes on each side or until fish flakes easily when tested with a fork, basting frequently with reserved marinade.
