Combine first 3 ingredients; mix well. Dredge chicken in flour mixture, and place in a lightly greased 13- x 9- x 2-inch baking pan. Pour boiling water over chicken. Bake at 375° for 15 minutes.
Broil 6 inches from heat for 10 minutes or just until chicken is lightly browned.
Reduce heat to 275°, and continue baking for 1 hour and 30 minutes.
