Combine flour and salt in a large mixing bowl; cut in shortening with a pastry blender until mixture resembles coarse meal. Sprinkle water evenly over surface of flour mixture; stir with a fork until dry ingredients are moistened. Shape dough into a ball; chill.
Roll dough to 1/8-inch thickness on a lightly floured surface; cut into rounds with a 2-inch scalloped cutter. Fit each pastry into a 1 3/4-inch muffin pan; prick each with a fork. Bake at 400° for 10 to 12 minutes.
