Soak rice in water for 10 minutes. In thr meantime put water in a pan to gently boil. Fill to about 3" from top of pan. Drain rice and mound rice on a splatter screen placed on top of boiling water. Cover with a stainless steel bowl and steam rice for 20 minutes. Remove from heat and add coconut milk and rice and eat with sliced mangos.
