Sift together dry ingredients and spices; make a well in center of mixture. Set aside.
Combine oil, milk, and eggs; mix well. Stir in potatoes, raisins, and pecans; add to dry ingredients, stirring just until moistened.
Spoon mixture into a well-greased 8 1/2- x 4 1/2- x 3-inch loaf pan. Bake at 350° for 1 hour and 15 minutes or until a wooden pick inserted in center comes out clean. Cool in pan 10 minutes; remove from pan, and cool completely.
