Combine flour, baking powder, sugar, and salt in a large bowl. Cut in butter with a pastry blender until mixture resembles coarse meal. Add milk, stirring until dry ingredients are moistened.
Turn dough out onto a lightly floured surface. Flour hands, and shape dough into 1 1/2-inch balls. Place biscuits 1 1/2 inches apart on a greased baking sheet. Bake at 400° for 20 minutes or until lightly browned.
