Combine water and crab boil in a Dutch oven; bring to a boil. Add shrimp; return to a boil, and cook for 2 minutes. Remove from heat, and let stand 5 minutes. Drain and rinse with cold water. Peel and chill shrimp.
Combine onions and remaining ingredients in a small bowl, stirring well. Serve sauce with shrimp.
