Combine water and shrimp and crab boil in a large stockpot; bring to a boil. Add shrimp and cook 3 minutes. (Do not boil.) Drain; peel and devein shrimp. Chill thoroughly.
Combine remaining ingredients in a medium saucepan. Bring mixture to a boil, and boil 5 minutes.
Place chilled shrimp in a 1- quart jar. Add hot spice mixture; seal jar. Shake well; let stand 12 hours at room temperature. Store in refrigerator. (This will keep 2 to 3 days.)
