2. HEAT OLIVE OIL IN LARGE HEAVY SKILLET...ADD MEAT AND A MIXTURE OF THE GARLIC SALT, PEPPER, AND GINGER AND BROWN QUICKLY OVER HIGH HEAT.
3. BLEND SOY SAUCE AND SUGAR AND ADD TO POT...COVER TIGHTLY AND COOK SLOWLY FOR 5 MINUTES. ADD TOMATOES, GREEN PEPPERS, AND BEAN SPROUTS...BRING TO BOIL, COVER AND COOK RAPIDLY FOR 5 MINUTES.
4. STIRRING CONSTANTLY, BLEND IN A MIXTURE OF THE CORNSTARCH AND WATER. BRING TO BOIL AND COOK 2-3 MINUTES OR UNTIL SAUCE THICKENS.
