Combine first 12 ingredients in a medium saucepan. Bring to a boil; remove from heat. Dip chicken in barbecue sauce, and place in a large, well-greased, brown bag. Pour remaining sauce over chicken. Close bag; secure with staples.
Place bag in a large Dutch oven; bake, covered, at 500° for 15 minutes. Reduce heat to 300°, and bake 1 hour and 15 minutes.
