Heat 1 tablespoon oil in a small saucepan over medium heat. Add onion and garlic; sauté until golden brown. Add remaining ingredients, except ribs; bring to a boil. Reduce heat; cover and simmer sauce 45 minutes.
Place ribs in a single layer in a 13- x 9- x 2-inch baking pan. Bake at 325° for 40 minutes. Drain off pan drippings; discard. Pour barbecue sauce over ribs. Bake at 325° 40 minutes or until tender. Remove cloves and bay leaf before serving.
