Melt butter in top of a double boiler over simmering water; add oats and milk, stirring well. Cover and cook 15 minutes. Remove from heat, and cool slightly; stir in egg.
Sift together flour, sugar, baking powder, soda, salt, cinnamon, and nutmeg in a small mixing bowl; add to oatmeal mixture, stirring well. Stir in raisins, pecans, and vanilla.
Drop dough by heaping teaspoonfuls 2 inches apart onto greased cookie sheets. Bake at 350° for 15 minutes. Cool slightly on cookie sheets. Remove to wire racks to cool completely.
