1. Combine shallots, soy, lemon juice, vinegar, oil, thyme, oregno, and garlic in sip lock bag. Pierce steak with fork. Add steak to bag, seal. Marinate for 2 hours turning every 30 minutes.
2. Preheat broiler.
3. Remove steak from bag, discard marinade. Scrap shallot and garlic from steak, discard. Place steak in broiler pan coated with cooking spray. Sprinkle with salt and pepper. Broil 4 inched from heat for 12 minutes each side or until desired doneness. Let stand for 10 minutes before slicing.
