How to Make It
Heat oil in a large Dutch oven over medium heat. Add onion, bell pepper, and garlic; saute 7 minutes or until tender. Stir in water and remaining ingredients, and bring to a boil. Reduce heat, and simmer, uncovered, until reduced to about 6 cups (about 1 1/2 hours).
