1. Combine 1 tablespoon lemon juice, oil, and 1/4 teaspoon pepper in a large bowl, stirring well. Add salad greens, and toss to coat.
2. Combine remaining 1 tablespoon lemon juice, remaining 1/4 teaspoon pepper, garlic powder, and rosemary in a bowl; rub mixture over veal.
3. Prepare grill.
4. Coat grill rack with cooking spray; place on grill over hot coals (400° to 500°). Place veal on rack; grill, covered, 3 to 4 minutes on each side or until done. Serve veal on top of greens mixture.
