Heat oil in a medium nonstick skillet over medium heat. Add chopped onion; cook 3 minutes or until tender, stirring occasionally. Add 1/4 cup water and peas; cook 5 minutes or until peas are tender. Spoon into a blender or food processor; add remaining 3 tablespoons water, lemon juice, salt, and pepper. Process until smooth. Cover and chill.
