1. Combine milk and half-and-half in a small saucepan. Bring to a simmer. Remove from heat; stir in mint. Place pan in a large ice-filled bowl; cool completely (about 10 minutes), stirring occasionally. Discard mint.
2. Place milk mixture, ice, and next 3 ingredients (through cookies) in a blender; process until smooth.
