Steam eggs in a vegetable steamer 16 minutes; cool slightly, and peel. Slice eggs in half lengthwise, and remove yolks; mash yolks.
Stir 1/3 cup minced green onions, mayonnaise, yogurt, lemon juice, Dijon mustard, curry powder, cumin, salt, and 1/8 teaspoon ground red pepper into yolks. Divide among whites; sprinkle with minced green onions and red pepper.
