Combine first 4 ingredients in a Dutch oven. Cook over low heat 35 minutes or until potatoes are fork tender (do not allow mixture to boil). Stir in butter; sprinkle with chives and parsley. Serve immediately.
Thees potatoes are quick, easy, and delicious. Great side dish for a party.
For my fellow amateur cooks out there, low heat means, VERY low heat. If it is too high it will all boil over, even out of a very large pot.
Also very yummy with some crumbled bacon sprinkled on top!
