Combine flour and sugar in a large mixing bowl; set aside.
Combine water, butter, shortening, and cocoa in a heavy saucepan; bring to a boil. Pour chocolate mixture over flour mixture; blend well. Add next 5 ingredients; mix well.
Pour batter into a lightly greased 13- x 9- x 2-inch baking pan. Bake at 400° for 25 minutes or until a wooden pick inserted in center comes out clean. Cool. Spread Chocolate- Peanut Frosting over cake.

This is probably the best chocolate cake I've ever made and have been making it since I got the cookbook back in the '80s that has it in it. It does not mess up a lot of dishes to make it and it is easy to make. The hardest part is chopping the peanuts...unless you buy them already chopped.
