Preheat the oven to 350. Spray an 8-inch square pan with non-stick spray. In a medium bowl, stir together the flour, sugar, cocoa, baking powder, and salt. Add the milk, oil, and vanilla and stir until smooth. Spread the batter into the prepared pan. To make the topping, stir together the sugar and cocoa and sprinkle it over the batter. Pour 1 cup of very hot water over the whole thing, but don't stir it! Bake the pudding cake for 30-35 minutes, until the cake appears done and the sauce is bubbly. Serve it warm.
