Preheat oven to 350 degrees. Coat a 2 qt square baking dish with cooking spray. Arrange thawed veggies in dish, set aside. In medium saucepan, whisk together evaporated milk, onion, flour, garlic and pepper. Cook over medium heat until thick and bubbly. Add cheddar cheese and cream cheese, whisking until melted and smooth.
Pour cheese mixture over veggies. Toss gently to coat, sprinkle with bread crumbs. Lightly coat crumbs with additional spray. Bake 40-45 min. until mixture is bubbly and crumbs are lightly browned
