Place black beans, 1/4 cup cooking liquid, juice, and salt in a food processor; process until smooth. Add remaining 1/4 cup cooking liquid to processor, 1 tablespoon at a time, pulsing after each addition until dip reaches desired consistency. Place black bean mixture in a bowl; top with tomato, green onions, and cheese. Serve with plantain chips.
