How to Make It
Melt butter in a small saucepan over medium-low heat. Whisk in flour, and cook, whisking constantly, 1 minute.
Stir in milk; increase heat to medium, and cook, stirring constantly, 6 minutes or until thickened and bubbly. Stir in salt and pepper. Cover and chill until ready to use.
