Place parsnips in a medium saucepan; add water to cover. Bring to a boil; cover and cook 10 minutes or until tender. Drain parsnips, and place in a buttered 1 1/2-quart baking dish. Sprinkle parsnips with sugar and salt; dot with butter.
Combine hot water and whipping cream. Pour over parsnips. Bake at 350° for 25 minutes or until lightly browned.
