Cream butter in a large mixing bowl; gradually add sugar, beating well. Add eggs, one at a time, beating well after each addition. Dissolve soda in milk; stir into creamed mixture.
Sift together flour, cinnamon, and nutmeg in a medium mixing bowl. Add to creamed mixture alternately with bourbon, beginning and ending with flour mixture. Stir well after each addition. Stir in remaining ingredients; mix well.
Drop dough by teaspoonfuls 2 inches apart onto greased cookie sheets. Bake at 300° for 25 minutes or until lightly browned. Remove from cookie sheets, and cool on wire racks.
