Combine first 3 ingredients; cut in shortening until mixture resembles coarse meal. Sprinkle water evenly over flour mixture; stir with a fork until dry ingredients are moistened. Shape dough into a ball, and wrap in waxed paper; chill.
Divide dough. Roll out on a floured surface; place in two 9- inch pie pans. Trim pastry, leaving 1-inch overhang. Fold loose edges under, and flute rim.
