Tangy Barbecue Sauce

1 cup white vinegar
1/2 cup ketchup
1/4 cup firmly packed light brown sugar
1/4 cup lemon juice
2 tablespoons low-sodium Worcestershire sauce
1 tablespoon prepared mustard
1 teaspoon ground black pepper
1 teaspoon ground red pepper
1 teaspoon lite soy sauce
1/2 green bell pepper, chopped


Bring all ingredients to a boil in a small saucepan, stirring occasionally. Reduce heat, and simmer, stirring occasionally, 45 minutes.
