1. Preheat the oven to 350 degrees.
2. In a large pot, heat oil over medium heat. Add onion, carrot, and celery, and cook until soft, about 3 minutes.
3. Add flour, tomato paste, and broth, and whisk together. Simmer for 7 minutes. Add meat and stir to combine. Spoon into a 2-quart baking dish or individual ramekins.
4. Spread mashed potatoes on top and bake 30 minutes. Sprinkle with cheese; bake 10 to 15 minutes more, until cheese is melted and golden.
