1. Cook pasta according to package directions, omitting salt and fat. Drain pasta in a colander over a bowl, reserving cooking liquid.
2. Heat oil in a medium skillet over medium heat. Add pepper and garlic; cook 1 minute or until fragrant. Remove from heat; let stand 5 minutes. Add pasta and salt to oil mixture in pan; toss to coat. Add 1/4 cup (or more) reserved cooking liquid to keep pasta moist. Sprinkle with parsley, if desired.
