Horseradish Sauce

1 large onion, finely chopped
1/4 cup butter or margarine
2 tablespoons all-purpose flour
1 cup beef broth
1 (5-ounce) jar prepared horseradish
1 cup vinegar
1/2 cup sugar
2 whole cloves
2 bay leaves
1 teaspoon salt
1/8 teaspoon pepper


Sauté onion in butter in a medium saucepan over low heat until tender; add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually add beef broth; cook over medium heat, stirring constantly, until thickened and bubbly. Add remaining ingredients; cook over medium heat 5 minutes, stirring occasionally. Remove cloves and bay leaves before serving.
