1. Heat oven to 400 degrees.
2. Whisk eggs with water, salt, and pepper in a medium bowl; in a skillet coated with nonstick cooking spray, scramble eggs over medium heat until cooked through.
3. Divide the eggs among tortillas, then spoon 2 tablespoons of the cheese and 1 tablespoon of the salsa over each.
4. Roll tortillas and place seam side down in a baking dish. Bake for 5 minutes, or until heated through.
