3 cups all-purpose flour
1 tablespoon baking powder
1 1/2 teaspoons salt
1 cup plus 2 tablespoons shortening
3/4 cup milk


Combine flour, baking powder, and salt in a medium mixing bowl. Cut in shortening with a pastry blender until mixture resembles coarse meal. Gradually add milk, stirring to make a soft dough.
