Combine first 5 ingredients in a small bowl, stirring well. Coat drumsticks with cooking spray; sprinkle evenly with chili powder mixture. Cover and chill 30 minutes.
Dredge drumsticks in crushed potato chips. Place drumsticks on a rack in a roasting pan. Bake at 400° for 20 minutes. Turn drumsticks, and bake an additional 15 minutes or until done.
